Everything you need to meet people is free, every day, for as long as you like:

Why there's no sign-up
You choose a nickname (2 to 20 characters), confirm you're 18 or older and press start. No email, no phone number, no password to forget.
Instead of an account, your device keeps a private key. That key is what remembers your friends and settings, and it stays on that device. Clear your browser data or switch phones and you start fresh. If you have Plus, you get a recovery code to move it across.
No account also means less about you sitting on a server. Your data isn't sold, and because calls are relayed through Strangerio's own servers, the other person never sees your IP address.
The honest limits of the free version
Two things are capped. The gender filter gives everyone three free tries a day; after that you're matched with everyone until it resets the next day. Text translation covers roughly 2,000 characters a day, plenty for chatting, though it won't stretch to pasting in essays.
The country filter and Go back are Plus only. None of this touches the basics, though. You can video chat free all night without hitting a wall or a countdown.
Free doesn't mean anything goes
